Make Veggie Balls, mix grated cabbage, carrots, all-purpose flour, cornflour, ginger-garlic paste, salt, and pepper in a bowl. Shape into small balls.
Fry the Veggie Balls, heat oil and deep fry the veggie balls until golden brown. Drain on paper towels.
Sauté the Veggies, in a pan, heat 1-2 tbsp oil, then sauté onions, bell peppers, and green chilies until soft.
Make the Sauce, add soy sauce, tomato ketchup, chili sauce, and vinegar to the veggies. Stir for 2-3 minutes.
Mix the Balls and Sauce, add the fried balls to the sauce and toss them until coated evenly.
Garnish and Serve , spring onions and serve hot with fried rice or noodles. Enjoy your homemade Manchurian.
