Prepare Dough, Mix rice flour with boiling water and a pinch of salt. Knead into a smooth dough.
Make Filling, Mix grated coconut, jaggery, cardamom powder, and cook until the jaggery melts.
Shape Modaks, Take small portions of dough, form cups, and fill with the coconut-jaggery mixture.
Seal and Shape, Fold and pinch the edges of the dough to form a modak shape.
Steam, the modaks for about 10-12 minutes until they become soft.
