Preheat your oven, to 350°F (175°C). Grease and flour an 8-inch round cake pan or line it with parchment paper.
Mix Dry Ingredients,
In a large bowl, sift together ragi flour, all-purpose flour, cocoa powder, baking powder, baking soda, and sugar.
Combine Wet Ingredients, whisk together melted butter, eggs, milk, and vanilla extract until well combined.
Combine Mixtures, Gradually add the wet ingredients to the dry ingredients, mixing until just combined. Avoid over-mixing.
Add Chocolate Chips, Fold in dark chocolate chips if using.
Pour and Bake, the batter into the prepared cake pan and smooth the top. Bake in the preheated oven for 25-30 minutes.
Cool and Serve, Allow the cake to cool in the pan for 10 minutes, then transfer it to a wire rack to cool completely before serving.
