Prepare the rice, wash and soak basmati rice for 30 minutes. cook with whole spices until 70% done. drain and set aside.
Cook the vegetables, heat oil in a pan, saute whole spices, onions, ginger-garlic paste, and green chilies. add chopped veggies, yogurt, and spices. cook until tender.
Prepare masala, add tomatoes, curd, and spices like turmeric, red chili powder, and garam masala to the sauteed vegetables. cook until oil separates.
Combine vegetables with masala, mix the sauteed vegetables into the masala. add yogurt, chopped mint, and coriander leaves. cook for 3-4 minutes until well combined. adjust salt to taste.
Layer the biryani, in a heavy-bottomed pot, spread a layer of cooked rice. add a layer of the vegetable masala. repeat the layers, finishing with rice on top. drizzle saffron milk over the top layer.
Seal and cook on dum, cover the pot with a tight-fitting lid or seal with dough. cook on low heat for 20-25 minutes, allowing the flavors to blend.
Serve hot, gently fluff the biryani with a fork to mix the layers. serve hot with raita or a side salad.
