Roast the millet flour, in a pan, heat 2 tablespoons of ghee over medium heat. add the millet flour and roast until it turns aromatic and light golden brown.

Prepare the jaggery syrup, in a separate saucepan, dissolve the jaggery in 2 cups of water over medium heat. once dissolved, strain to remove any impurities and set aside.

Combine ingredients, gradually add the jaggery syrup to the roasted millet flour, stirring continuously to prevent lumps from forming.

Cook the halwa, continue to cook the mixture on low heat, stirring frequently, until it thickens and starts to leave the sides of the pan. this should take about 5 minutes.

Add flavorings, stir in the remaining ghee, cardamom powder, chopped nuts, and raisins. mix well and cook for an additional 2 minutes.

Serve, once the halwa reaches your desired consistency, remove from heat and serve warm.
