Marinate the Mutton, combine mutton with yogurt, half the black pepper, ginger-garlic paste, and a pinch of salt. let it marinate for 30 minutes to 1 hour.
Prepare the Base, heat oil or ghee in a heavy-bottomed pan. add whole spices and saute until fragrant. add onions and cook until golden brown.
Add the Mutton, add the marinated mutton to the pan. sear the meat on high heat for 5-7 minutes, ensuring it's coated well with the masala.
Simmer with Spices, mix in the remaining black pepper and add 1-2 cups of water. cover and cook on low heat for 30-40 minutes until the mutton is tender.
Garnish and Serve, once the gravy thickens to your liking, garnish with fresh coriander leaves. serve hot with steamed rice, naan, or paratha.
