In a large bowl, mix grated vegetables with flour, cornstarch, ginger-garlic paste, green chilies, salt, pepper, and baking powder.
Mix well and shape the mixture into small, bite-sized balls.
Heat oil in a deep pan or fryer over medium heat.
Fry the vegetable balls until golden and crispy, then drain on paper towels.
In a large pan or wok, heat 2 tablespoons of oil over medium heat.
Sauté chopped onions, capsicum, garlic, and ginger until the onions are translucent.
Stir in green chilies, soy sauce, red chili sauce, ketchup, vinegar, sugar, salt, and pepper, and mix well.
Add the cornstarch slurry to the pan and cook until the sauce thickens and becomes glossy.
Gently toss the fried vegetable balls in the prepared sauce until they are well coated.
Garnish with chopped spring onions and serve hot as an appetizer or with fried rice or noodles.
