Prepare Batter, Mix 1 cup all-purpose flour, 1/2 cup semolina, 1/2 cup sugar, and 1/2 tsp baking powder. Add 1 cup milk gradually to form a smooth batter. Let it rest for 30 minutes.
Prepare Sugar Syrup, Heat 1 cup sugar with 1 cup water in a pan until it forms a slightly sticky syrup. Add cardamom powder and a few saffron strands if desired.
Heat Oil, Heat oil or ghee in a pan for frying.
Fry Malpua, Pour a ladleful of batter into the hot oil, spreading it into a round shape. Fry until golden brown on both sides.
Soak in Syrup, Remove the fried malpua from the oil and immediately dip it into the warm sugar syrup. Let it soak briefly.
Drain Excess Syrup, Remove from syrup and let excess syrup drain off.
Garnish, with chopped nuts or coconut.
Serve, warm or at room temperature. Enjoy your homemade malpua
