Boil the Milk, in a heavy-bottomed pan, bring the full-fat milk to a boil. Once it starts boiling, reduce the heat and simmer while stirring frequently.
Reduce the Milk, keep cooking the milk on low heat until it reduces to half its original quantity. Stir often to prevent sticking at the bottom.
Add Condensed Milk and Sugar, stir in the condensed milk and sugar, and mix well. Let it simmer for 5 more minutes while stirring continuously.
Add Flavorings, mix in cardamom powder, saffron, and the chopped pistachios and almonds. These will give your kulfi rich flavor and texture.
Thicken with Cornstarch, add the cornstarch mixture to the boiling milk and stir continuously. This will thicken the milk further, giving the kulfi a creamy consistency.
Cool the Mixture, once the milk has thickened, turn off the heat and let the mixture cool to room temperature.
Pour into Molds, pour the cooled mixture into kulfi molds or small cups. Cover with foil or lids and insert ice cream sticks if using cups.
Freeze and Serve, the kulfi for at least 6-8 hours or overnight until it is fully set. Once ready, demold the kulfi and serve it chilled.
