Add whole wheat flour and roast it slowly until golden brown and aromatic.
In another pan, dissolve sugar in water and bring it to a gentle boil.
Slowly add the sugar syrup to the roasted flour while stirring continuously.
Cook and stir until the mixture thickens into a smooth, shiny halwa. Serve hot.
