If using frozen corn, thaw and pat dry with a paper towel.
Mix flour, cornstarch, paprika, garlic powder, onion powder, cayenne, and salt, then whisk in cold water to make a smooth, thick batter.
Add the corn kernels to the batter, ensuring they are well-coated.
Heat oil in a deep pan or fryer to 350°F (175°C).
Fry the coated corn kernels in batches until golden and crispy, about 3-4 minutes each.
Garnish with cilantro or chives and serve hot with lemon wedges.
