Set up a steamer with simmering water, or use a heatproof dish in a pot if a steamer basket isn’t available.

Whisk sweet rice flour and sugar in a bowl, then gradually add water, stirring until smooth and lump-free.

Remove the mochi from the steamer and let it cool for about 10 minutes, handling it carefully as it will be hot.

Pour the mochi batter into a heatproof dish, cover, and steam for 25-30 minutes until translucent and pudding-like.

Dust a clean surface or a large cutting board with cornstarch to prevent sticking.

Once cooled, shape mochi by cutting or hand-forming, and add fillings by flattening dough, placing filling in the center, and sealing the edges.
