Make the Filling, saute garlic in oil, add cabbage, carrots, capsicum, and spring onions. stir-fry with soy sauce, salt, and pepper. let cool.
Prepare Wrappers, use ready-made sheets or cook thin flour pancakes. let them cool.
Fill & Roll, place filling on a wrapper, fold the sides, roll tightly, and seal with flour paste.
Fry the Rolls, deep-fry in hot oil until golden and crispy. drain excess oil.
Serve & Enjoy, pair with chili sauce or a sweet dip. enjoy your homemade crispy spring rolls.
