Cook carrots, boil chopped carrots until tender, then drain.
Saute aromatics, cook onions and garlic in olive oil until soft.
Blend, grind cooked carrots, onions, garlic, and broth until smooth.
Simmer, heat the puree in a skillet and stir in milk or cream.
Season, add chili flakes, herbs, salt, and pepper, then simmer.
Enhance, stir in parmesan cheese until melted.
Combine and serve, toss cooked pasta in the sauce and serve.
