Prepare the rice, wash and soak basmati rice for 20 minutes. drain and set aside.
Heat oil and add spices, heat oil or ghee in a pan, add cumin seeds, bay leaf, and let them splutter.
Saute aromatics, add sliced onions, green chili, and ginger-garlic paste. saute until onions turn golden.
Cook the cabbage,, add shredded cabbage, turmeric powder, and salt. cook for 3-4 minutes until the cabbage softens slightly.
Cook the pulao, pour in 2 cups of water, cover, and cook on low heat for 15-20 minutes until the rice is fluffy and cooked.
