Make the Dough, mix 2 cups flour, 1/4 tsp salt, and 3-4 tbsp oil in a bowl. rub the oil into the flour, then add water gradually to form a soft dough. cover and let it rest for 20-30 minutes.
Prepare the Filling, soak 1/2 cup moong dal for 1-2 hours and drain. heat oil in a pan, add 1 tsp cumin seeds, 1/2 tsp fennel seeds, and a pinch of asafoetida. add the dal, 1/2 tsp red chili powder, 1/2 tsp garam masala, and salt. cook until dry and fragrant.
Shape Kachoris, divide the dough into balls. flatten each, add a spoon of filling, and seal well. gently flatten into discs.
Fry Kachoris, heat oil over medium-low heat. fry the kachoris until golden and crispy, turning as needed.
Serve, drain and serve hot with tamarind or mint chutney.
