Dissolve jaggery, in a bowl, mix jaggery with ½ cup warm water and whisk until fully dissolved.
Prepare the batter, add wheat flour, cardamom powder, fennel seeds, and baking soda to the jaggery mixture. mix well to form a smooth, lump-free batter.
Adjust consistency, add the remaining ½ cup water gradually, mixing to achieve a thick, flowing consistency. let the batter rest for 30 minutes.
Heat oil, heat enough oil in a kadhai or deep pan for frying.
Fry the gulgulle, scoop small portions of the batter with a spoon or your hand and drop them into the hot oil. fry on medium flame until golden brown and crispy.
Drain and serve, remove the gulgulle from the oil and place them on a paper towel to drain excess oil.
