Make the Potato Filling, boil and mash 3–4 potatoes. In a pan, heat oil, add mustard seeds, curry leaves, green chilies, ginger-garlic paste, turmeric, and mashed potatoes. mix well and let it cool. shape into small balls.
Prepare the Besan Batter, mix 1 cup gram flour (besan) with salt, turmeric, red chili powder, and a pinch of baking soda. add water gradually to make a thick, smooth batter.
Fry the Vadas, dip each potato ball in the besan batter, and deep-fry until golden and crispy. drain on paper towels.
Toast the Pav, slice the pav buns in half. toast lightly with butter or oil on a tawa.
Assemble the Vada Pav, spread green chutney and garlic chutney on the pav. place the hot vada inside, press gently, and serve with fried green chilies.
