Preheat your oven to 180°C (350°F) and grease a cake pan.
Mix Dry Ingredients, in a bowl, sift together flour, sugar, cocoa powder, and baking powder.
Add Milk, gradually pour milk into the dry ingredients and mix into a smooth batter.
Bake the Cake, pour the batter into the prepared pan, and bake for 25–30 minutes, or until a toothpick comes out clean.
Cool and Serve, let the cake cool, slice it, and enjoy your soft, chocolatey treat.
