Marinate the chicken, combine chicken with yogurt, ginger-garlic paste, red chili powder, turmeric, garam masala, half of the fried onions, mint, and coriander leaves. marinate for 1 hour or overnight.
Prepare the rice, boil water with whole spices and salt. add soaked rice and cook until 70% done. drain and set aside.
Layer the chicken and rice, in a heavy-bottomed pot, spread marinated chicken at the bottom. add a layer of half-cooked rice over it.
Add toppings, top the rice with remaining fried onions, saffron milk, mint, and coriander leaves.
