Preheat & Prepare Pan, preheat oven to 180°C (350°F). grease a cake tin and dust it with flour.
Mix Dry Ingredients, in a bowl, sift together flour, cocoa powder, baking powder, and salt.
Mix Wet Ingredients, in another bowl, whisk butter, sugar, milk, and vanilla extract until smooth.
Combine & Pour, gradually mix dry ingredients into the wet mixture. fold in chocolate chips or nuts if using. pour into the tin.
Bake & Cool, bake for 25–30 minutes. check with a toothpick. let it cool, then slice and serve.
